Here's my 'how to be a cartoonist'

1. Make sure you have some alternative form of funding because chances are this won't pay much, if at all, ever..and if it does...it'll be a while ....

2. Do get yourself a good ' how to draw cartoons' book.

3. Practice morning, noon and night 24/7 ...365 days of the year every day for years

4. You will need:
good permanent indian ink (black) fibre tipped pens
Some drawing paper
A scanner
Drawing software / vector software
A decent drawing surface
A ruler, pencil, rubber, sharpener

INSPIRATION

Inspiration can come from many sources:

Life, TV, News, Books ...look around...draw what you see, then draw it again in a more 'cartoon' form.
